Who judges who is best or worst dressed at the Oscar's?

Some of those chosen as worst dressed, I do not agree with such as Jessica Alba and George Clooney. I thought she looked great and he looked good as well. The ones I thought should have received such an award were the presenters who were supposed to be Dame Judy and Halle Berry. They looked horrible. The tall one didn't even have a tux on.
